Whether the troops remain in Iraq or not, blood shed gonna be there coz of the ethnical basis which is deeply entrenched in the country. So only, the natives are the one who can make an effort in resolving the ongoing strife. And the neighboring countries would also have to partake in order to stabilize the situation. Otherwise, it would lead to nothing except deluge of bloodshed all over the country.
